Ensure that parents provide financial and medical support for their children; utilize administrative and legal action and investigative techniques to establish and enforce court orders; locate non-custodial parents; obtain voluntary support obligations; monitor court orders; negotiate payment and services; review cases to determine if modifications and financial audits are warranted; prepare clients for court and testifies as needed. Must be able to work effectively in a team setting and maintain a cooperative working relationship with team members, community professionals and agency leaders. Legal knowledge, collections experience, strong research, analytical, mathematical and case management skills highly preferred. Applicant must possess strong communication and organizational skills as well as the ability to effectively work with a diverse population. Responsible for supervising Child Support Agents with large caseloads in the areas of paternity establishment, child support obligation establishment, enforcement and interstate. Position will also be utilizing the Automated Collections and Tracking System for the management and monitoring of cases within the child support unit. Applicant must be highly motivated and possess strong communication and organizational skills. Knowledge of personal computers, Microsoft applications and the automated Child Support system preferred. Must possess good customer service skills, have the ability to work under pressure and handle multiple tasks, and meet established performance goals. Requires a four year degree plus one and one half years of experience in the Child Support Enforcement Program; or an Associate of Arts Degree in business, human resources, law enforcement or closely related field and two and one half years of experience in investigative, judiciary, eligibility, attorney’s office, or related work, including one year of Child Support Enforcement experience; or graduation from high school plus four and one half years of experience in investigative, judiciary, eligibility, attorney’s office or related work which provides the knowledge, skills and abilities needed to perform the work, including one year of Child Support Enforcement experience;

Provides administrative and technical direction as the Program Manager for Durham County’s Child Support Enforcement Program. Serves as a liaison between the Child Support Program, the judicial system, law enforcement and other state and local social services units. Establishes, develops, and revise work standards within the division. Monitors expenditures and projects future budgetary needs. Requires a four year degree plus three and one half years of experience in the Child Support Enforcement Program; or an Associate of Arts Degree in business, human resources, law enforcement or closely related field and four years of experience in investigative, judiciary, eligibility, attorney’s office, or related work, including two years of Child Support Enforcement experience; or graduation from high school plus six years of experience in investigative, judiciary, eligibility, attorney’s office, or related work which provides the knowledge, skills and abilities needed to perform the work, including two years of Child Support Enforcement experience and two years of supervisory experience.

Coordinates the development and implementation of parent and family advocacy training, support for parents and parent leadership efforts; ensures the planning, development, implementation, evaluation and management of parent training and leadership initiatives for the Strengthening Families Coalition which includes community partnerships and avenues for in-kind and financial support. Must possess excellent written and verbal communication skills; group facilitation; ability to communicate and work with a diverse group of individuals, groups and organizations; and ability to work well in a collaborative team environment. Experience working with public schools and bilingual skills preferred. Requires a bachelor’s degree and two years experience in a human service field.

Performs technical and responsible professional work involving the design, implementation, maintenance, security and monitoring of database systems and structures. Provides technical guidance to applications programmers; defines and addresses data security; creates standard operating procedures and policies; performs database backups and recovery; and creates and test disaster recovery plans and procedures. Proactively identifies and resolves database system issues; assists in the configuration and implementation of operating systems which includes, Microsoft SQL systems and related application systems. Candidate must have a firm understanding of current storage technologies including NAS, SAN, and RAID and performs capacity planning. Requires any combination of education and experience equivalent to graduation from an accredited college or university and two years of demonstrated success in development, data base design and administration. Preferable direct experience in SQL support in a MS .net / SharePoint / Visual Studio environment and experience in interfacing multiplatform databases.

Manages the daily operation of child care services with the Department of Social Services. Position works in close collaboration with three partner child care services agencies as part of the unified child care system to provide opportunities for families to secure quality and affordable child care services. Must have prior knowledge of the subsidy systems and administrative services that serve families in need of child care. Provides supervision of provider services staff. Coordinates site visits to providers and facilitates training for providers. The ideal candidate will have previous supervisory experience and excellent written and verbal skills. Requires graduation from a four‑year college or university preferably with a degree in early childhood education, nursery education, child development or elementary education, and four years of experience in working with young children in a nursery school, kindergarten, elementary school, or day care facility; or an equivalent combination of education and experience. Candidates with bilingual skills preferred.

Provides dental examinations, diagnosis and dental treatment to the heath department client population which includes young children, school aged children and pregnant women. Master’s degree in public health and/or experience in dental public health preferred. Supervisory skills desired. Ability to effectively prepare and deliver dental education presentations essential. Must be able to perform oral screening examinations for pre-school and Durham Public Schools children and make referrals if specialized care is required. Requires graduation from an approved school of dentistry and licensed to practice in North Carolina. Candidates with bilingual skills preferred.

Provides guidance in the continued development and implementation of the System of Care Unit housing service delivery network for persons with mental illness, substance abuse issues or developmental disabilities; monitors Durham County housing services to increase effectiveness, improve collaboration and service delivery; educates and/or coordinates with the community regarding housing resources and services; serves on housing committees; ensures that housing initiatives meet funding requirements and stay within allocated budget; collects and disseminates information about cross agency housing services and supports; and provides oversight to committee regarding housing system issues, barriers and challenges for individuals with disabilities. Requires any combination of education and experience equivalent to a bachelor’s degree in a human services field and two years of experience working on housing issues and/or with individuals with mental illness, substance abuse issues or developmental disabilities.

Performs professional and technical network and systems administration for local and wide area networks; monitors, analyzes, configures and maintains network and systems infrastructures including common routers, switches, network services and enterprise application servers. Monitors systems performance, resolves faults and configuration issues with internal users and systems administrators and external support vendors, state and other agencies. May work on or lead project teams. Requires any combination of education and experience equivalent to a bachelor’s degree in computer science or related field and two years of experience in networking design and installation. Technical Certifications (CCNA, MCSA, Network+, Security+, etc…) and experience with enterprise applications (Microsoft Exchange, Microsoft SQL, Citrix), highly desirable.

Will work in the Family Clinic 11.5 hours per week and practice as a clinician in the delivery of health care related to contraception, prevention of pregnancy, detection and treatment of abnormal Pap tests, and prevention and treatment of Sexually Transmitted Diseases (STDs). Work includes obtaining complete histories and physicals on patients, performing diagnostic tests and assessing results, prescribing appropriate contraception, and providing appropriate counseling and referrals. Requires graduation from a Physician Assistant Program approved by the N.C. Board of Medical Examiners and “approved to practice medical acts” based on education and experience by the Board of Medical Examiners; or licensed as a Registered Nurse by the N.C. Board of Nursing, graduation from a Nurse Practitioner program approved by the N.C. Joint Subcommittee of the Board of Nursing and Board of Medical Examiners, and “approved to practice medical acts” based on education and experience by the Joint Subcommittee; or an equivalent combination of education and experience.

Provides clinical care under agency protocols and guidelines. Patient care is focused on public health services in the local health department sexually transmitted (STD) and HIV counseling and testing clinics. Provides some patient care in Adult Health Screening, Tuberculosis Control and Communicable Disease Control. Performs physical assessments, evaluates laboratory reports, prescribes medications; refers patients for further evaluation and management. Assists with precepting of mid-level and medical students in the STD clinic. Requires graduation from a physician assistant program approved by the NC Board of Medical Examiners and “approved to practice medical acts” based on education and experience by the Board of Medical Examiners; or licensed as a Registered Nurse by the NC Board of Nursing, graduation from a nurse practitioner program approved by the NC Joint Subcommittee of the Board of Nursing and Board of Medical Examiners, and “approved to practice medical acts” based on education and experience by the Joint Subcommittee; or an equivalent combination of education and experience.

Provides staff assistance in planning and evaluating programs and services at the Criminal Justice Resource Center. Advises and assists in the preparation of grant proposals and grant reports, as well as other program administration functions as needed. Develops, designs and oversees data systems to generate information that will be useful in the development of new programs and services and in the evaluation of current operations. Will develop and update program information for use in publications, on the internet and other media formats. Represents organization at meetings and presents information as needed. Knowledge of and familiarity with Crystal Reports is highly desired. Requires any combination of education and experience equivalent to a bachelor’s degree from an accredited college or university with a major in public administration, psychology, sociology, social work or a related human services field and two years consultative or evaluative experience in a community, business or governmental program that delivers human services.

Must be licensed to practice as an RN in N.C. Will have 2-4 schools. Provides instruction to students, staff and families regarding health issues and skilled procedures; consults with individual students, staff and families as needed. Makes home visits to high risks infants and young children to provide support for parents, including assistance with health care coordination, developmental screening and health information. Will serve with a social worker as leader of a child and family team system in an elementary school. Focuses on health needs of high risk students and in coordinating planning and services for those children. Will also serve as school nurse by providing instruction to students, staff and families regarding health issues and skilled procedures. Will consult with individual students, staff and families as needed and teach classes on particular health topics. Depending on schools, might organize groups with schools. Requires a BSN degree, which includes a public health nursing rotation and one year of public health nursing experience; or graduation from an accredited school of professional nursing and two years of professional nursing experience; or an equivalent combination of education and experience. Must be licensed to practice as a registered nurse in North Carolina by the North Carolina Board of Nursing.

Provides coordination of a Volunteer Medical Reserve Unit. Creates system to identify volunteers in the community and prepare them for emergencies. Recruits, trains and retains local medical and public health volunteers. Focuses efforts on activities associated with bioterrorism, emerging pathogens and local public health preparedness. Requires a BSN degree which includes a public health nursing rotation and two years of public health nursing experience; or graduation from an accredited school of professional nursing and three years of professional nursing experience, two of which must have been in public health; or an equivalent combination of education and experience. Must be licensed to practice as a registered nurse in North Carolina by the North Carolina Board of Nursing.

Assesses community needs and collaborates with community partners to plan and conduct nutrition programs for individuals in clinics, worksites, and the community to promote health and reduce the risk of disease. Provides community leadership in childhood and adult obesity prevention and health promotion programs through collaborations with partner agencies to plan and implement nutrition and wellness related interventions. Provides Division leadership in food safety issues. Requires good written and oral communication skills, cross-cultural expertise, and ability to work well independently and with a team. Some early morning, evening, and weekend work will be required. Requires any combination of education and experience equivalent to a master’s degree in nutrition or public health nutrition and one year of nutrition/dietitian experience; or a bachelor’s degree in dietetics or foods and nutrition and two years of nutrition/dietitian experience. Prefer candidates with master’s degree, health promotion experience and bilingual skills, preferably in Spanish. Valid NC driver’s license and reliable transportation a must.

Plan and provide nutrition education to elementary school-age children targeting a culturally-diverse at-risk population through classroom lessons, health fairs, taste tests, and school-wide promotions. Develop and conduct on-going program needs assessment and out-come evaluation. Distribute nutrition education to target audience through written materials such as newsletters and bulletin boards in addition to lessons taught in the classroom. Requires good written and oral communication skills and ability to work well independently and with a team. Some early morning, evening and weekend work will be required. Provides medical nutrition therapy to individuals in high-risk obstetric and nutrition clinics and in home settings. Conducts in-depth nutrition assessments and develops plan of care with clients as it relates to their medical problem/conditions and follows clients as necessary for appropriate interventions. Participates in clinic and community interventions focusing on maternal and child health serves as a lead staff person in these focus areas. Requires excellent written and oral communication skills and ability to work well independently and with a team. Performs technical and professional work in the development, design and preparation of ERP programs as well as set BW and ABAP development standards. Ensures accuracy and completeness of functional specifications; prepares technical specifications for enhancement projects. Develops project plans and schedules for development and maintenance projects; assists in system, integration, performance, and user acceptance testing; assists the Business Analyst with the analysis of ABAP change requests; develops technical and support documentation. Strong technical skills with SAP ABAP and ABAP Workbench tools (SAP Screen Painter, Data Dictionary, function modules, object oriented programming, ALV grid programming, and table maintenance, SAP Script, function builder, transactions, and Business Object Builder); additional ABAP skills should include BAPIs, user exits, BDC, Smart Forms, Business Add-ins, and report and dialogue programming using screens. Requires any combination of education and experience equivalent to graduation from an accredited college or university with a degree in computer science or a related field and extensive experience in systems analysis and applications programming. The ideal candidate will have five years of development experience in ABAP. Experience with SAP v4.7 or ECC 6.0 and development experience with the Business Warehouse, SEM, and Workflow, Java, WebDynpro, HTML, and BSP is a plus.

Manages the Adult Services Unit within the Department of Social Services. Unit consists of Adult Protective Services, Emergency Financial Assistance, Home-Centered Care, Community Alternatives for Disabled Adults, Group Care Monitoring and Adult Guardianship. Candidates should have the demonstrated ability to work in collaboration with a diverse group of individuals and community partners to assess and meet the needs of elderly and disabled consumers. Knowledge of local and state policies and regulations pertaining to the elderly and disabled residents and their families essential. Candidates should possess skills in leadership, strategic planning, creative thinking, program evaluation, and relationship-building in the adult services environment. Strong communication skills and the ability to resolve sensitive family and community issues with integrity and respect are a must. Position will report to the Assistant Director for Child Welfare and Adult Services and will become available January 1, 2009. Requires a MSW degree from an accredited school of social work and three years of social work or counseling experience, two of which was in a supervisory capacity; or a BSW degree from an accredited school of social work and four years of social work or counseling experience, two of which were in a supervisory capacity; or a master’s degree in a counseling field and four years of social work or counseling experience, two of which were in a supervisory capacity; or a four-year degree in a human services field or related curriculum including at least 15 semester hours in courses related to social work or counseling and five years of social work or counseling experience, two of which were in a supervisory capacity; or graduation from a four-year college or university and six years of experience in rehabilitation counseling, pastoral counseling, or a related human services field providing experience in techniques of casework, group work, or community organization, two of which were in a supervisory capacity; or an equivalent combination of training and experience.

Serves as the Executive Director for Durham’s Alliance for Childcare Access, a collaborative effort of Durham County Social Services, Durham’s Partnership for Children, Child Care Services Association and Operation Breakthrough. Manages and directs a customer driven outcome focused child care program for children and families in Durham County. Administers a budget of $20 million, which provides access to high quality child care and other supportive services to low-income families. Knowledge of local and state policies and regulations pertaining to child care essential. Must possess excellent managerial skills and have the ability to budget, plan and develop sound strategies to meet desired goals. Requires a MSW degree from an accredited school of social work and three years of social work or counseling experience, two of which were in a supervisory capacity; or a BSW degree from an accredited school of social work and four years of social work or counseling experience, two of which were in a supervisory capacity; or a master’s degree in a counseling field and four years of social work or counseling experience, two of which were in a supervisory capacity; or a four-year degree in a human services field or related curriculum including at least 15 semester hours in courses related to social work or counseling and five years of social work or counseling experience, two of which were in a supervisory capacity; or graduation from a four-year college or university and six years of experience in rehabilitation counseling, pastoral counseling, or a related human services field providing experience in techniques of casework, group work, or community organization, two of which were in a supervisory capacity; or an equivalent combination of training and experience.

Position serves as the Social Worker for the Home Health Project, which provides services to aging residents and other adults with disabilities. Duties include serving as a CAP Case Manager, providing Medical Social Work services to clients, assisting other staff with taking referrals. Prefer applicants with knowledge of local resources.
